Axios is reporting that U.S. President Donald Trump has signed an executive order officially launching a national-level program called the “Genesis Mission.” The initiative aims to drive scientific breakthroughs through artificial intelligence (AI) while addressing the rising energy costs faced by the American public.
The move reflects the Trump administration’s intent to support private-sector innovation while reducing regulatory burdens, and to respond to societal concerns over energy bills, job losses, and economic prospects.
According to the executive order, the Department of Energy (DOE) will build an AI-enabled research platform for use by scientists and engineers, and establish challenge projects focused on energy and national security. Other federal departments may use this framework to advance research in their own fields, such as drug development.
Michael Kratsios, Director of the White House Office of Science and Technology Policy, stated that the “Genesis Mission” will become the largest mobilization of federal research resources since the Apollo program in the 1960s.

Energy Secretary Chris Wright emphasized that national laboratory data and computing power are central to the plan, and AI is expected to help curb rising energy costs. He said, “The ultimate goal is to improve Americans’ lives, including creating jobs; in the energy sector, this means improving grid efficiency and reversing rising electricity prices.”
Politico noted that the executive order requires the DOE and other research institutions to accelerate AI deployment and open government-held large-scale scientific data and supercomputing resources to universities, companies, and national security agencies.
Departments are also required to optimize data formats for AI neural network processing to improve analytical efficiency. A White House official revealed that funding from the “One Big Beautiful Bill Act” will support the initiative.
Kratsios said that U.S. research output has declined since the 1990s. The program aims to integrate cross-agency research capabilities using AI as a core tool to “revolutionize the way science is conducted.”
Scientific breakthroughs: Automated experiments, ultra-fast simulations, and a three-tier data system
The executive order directs the DOE to develop software systems enabling researchers to connect government data and research equipment to AI tools for automated experiment design, predictive modeling, and accelerating complex simulations such as protein folding and nuclear fusion. A White House official said AI could speed cutting-edge simulations “10,000 to 100,000 times faster.”
Data access will be divided into three categories:
- Broad access: For university and private-sector research.
- Proprietary development: For example, semiconductor companies using government X-ray accelerators for product development.
- National security-related: Restricted to licensed researchers.
White House officials said the “Genesis Mission” aims to integrate government data and supercomputing with private AI “hyperscale computing companies.” Nvidia, Dell, Oracle, AMD, and HPE have already announced cooperation, and more companies are expected to join.
Kratsios added that the project will compress research cycles from “years into days or even hours,” enabling breakthroughs that were previously difficult to achieve.
