On Thursday, Jan. 29 White House border affairs chief Tom Homan held the first briefing in Minneapolis, Minnesota, since taking over “Operation Metro Surge.” At the closely watched event, Homan clearly laid out the Trump administration’s latest guidance on immigration enforcement, emphasizing a return to traditional, targeted enforcement methods that uphold the rule of law while maximizing the safety of community members and law enforcement personnel.
Homan opened by stressing both President Trump’s and his own deep respect for the value of life, stating unequivocally that they “do not want to see anyone lose their life.” In response to recent clashes, he emphasized that all federal agents must strictly adhere to professional ethics and codes of conduct, and that any violations would be handled in accordance with the law.
He also set out a clear stance on demonstrations: while respecting the public’s right to peaceful protest, the administration will enforce a policy of “zero tolerance” toward threats, obstruction of law enforcement, or physical attacks.
The major shift in enforcement strategy is a move away from large-scale sweeps toward “targeted enforcement.” Homan noted that precision operations not only improve efficiency but also significantly reduce the likelihood of violent confrontations. To that end, he has engaged in dialogue with the Minnesota governor, the state attorney general, and local sheriffs, urging local jails to provide necessary cooperation on public safety grounds.

He said plainly that if local authorities notify Immigration and Customs Enforcement (ICE) before criminal illegal immigrants are released, officers can take custody in a controlled, secure environment—greatly reducing the presence of federal agents on the streets and creating a win-win for communities, law enforcement, and enforcement targets alike.
Homan reaffirmed the Trump administration’s firm determination to carry out its enforcement mission, while candidly acknowledging that operations are becoming more refined and prudent through internal improvements. He made clear that the administration’s top priority is to identify and deport criminals who pose threats to public safety and national security.
To enhance transparency, ICE has implemented new guidelines, including the use of loudspeakers during arrests to explain each step, and requiring agents to avoid unproductive confrontations with agitators.
Homan concluded by pledging to the people of Minnesota that he would personally remain on site until law and order are fully restored and community threats are effectively eliminated—demonstrating the federal government’s long-term commitment to restoring stability and prosperity in the state.
