Li Tan Yong of Beef Forest Village, Hubei Province, 44, has had a lifelong dream of building a submarine. With his son, Li took five months to construct the 2 ton machine. On its first test run, the submarine failed to work. Li and his assistants are not discouraged, however, and are tinkering with the sub to make it seaworthy.
