Beijing Accused of Using ‘Neuro-Monitoring Devices’ to Track the Public

A Shanghai resident has recently made explosive allegations that Chinese state security authorities are using what he describes as “neuro-monitoring devices” to surveil civilians — technology he claims is “thousands of times more advanced than surveillance cameras” and capable of monitoring individuals around the clock. According to the whistleblower, Shanghai alone operates more than 2,000 surveillance teams, monitoring residents 24 hours a day.

The claims were disclosed by self-media commentator Li Dayu during a program aired on Dec. 7. Li said a longtime friend in Shanghai, whom he described as a victim of prolonged state persecution, provided the details of said devices.

2,000 surveillance teams in Shanghai

Li Dayu said the whistleblower emailed him on Nov. 30, claiming that Chinese state security is not only engaging in what he called “brain control,” but has also deployed neuro-monitoring devices. “This is thousands of times more advanced than surveillance cameras,” the source said, describing the scope of monitoring as “terrifying.”

The whistleblower also claimed that every human being possesses an innate biological energy field, and that under certain magnetic conditions, the human body can emit a light-like presence.

Li Dayu added that spiritual practitioners, under specific magnetic conditions, can emit particularly vivid light: “Under the same magnetic field, cultivators have stronger energy fields and more beautiful colors of light,” he said, stressing that this was “not superstition, but has a scientific basis.”

According to the whistleblower, scientists have discovered that human brain activity generates wave-like signals that can be detected and analyzed by neuro-monitoring devices. He further claimed that such devices function as electromagnetic weapons, allowing authorities to lock onto individuals through brain waves, conduct continuous monitoring, inflict suffering through electromagnetic emissions, and even kill remotely.

He alleged that operators can manipulate emotions — inducing fainting, rage, or depression — erase or implant memories, and even reverse sensory perception, “making flowers smell foul and excrement smell fragrant.” This is how “state security uses neuro-monitoring devices to monitor and control people’s thoughts,” the source added.

A massive surveillance network

According to the whistleblower, Shanghai — a city of roughly 20 million people — operates more than 2,000 surveillance teams, each composed of 10 members, totaling approximately 20,000 personnel working for Shanghai state security. Each team is allegedly responsible for monitoring about 10,000 people, operating in three rotating shifts to ensure continuous coverage.

The source claimed that most people are unaware they are being monitored, while “just over 100 people” know they are being persecuted and remain in contact with one another to share experiences.

He alleged that civilians in a given area are assigned to a specific surveillance team. If they move within Shanghai, the same team continues monitoring them. If they travel to another province or city, surveillance authority is shared between the destination’s state security office and their household registration location. If they travel abroad, monitoring responsibility is transferred to “relevant overseas departments.”

The whistleblower further claimed that nationwide, one million people organized into 100,000 or more surveillance teams monitor citizens’ every move. According to his account, team members sit at desks with screens displaying the precise real-time location of monitored individuals, marked by color-coded indicators, including:

  • Red: Priority targets, whose brain activity is monitored continuously, 24 hours a day
  • Yellow: Secondary targets, whose data is reviewed daily
  • Green: Lower-priority individuals, whose data is reviewed monthly
  • Gray: Individuals considered “free,” though they can be reclassified at any time

“If state security wants to see what someone is thinking, they just click on the person’s color,” the whistleblower claimed. “What the person says and thinks appears as text. Even what they see and hear can be read. It’s terrifying.”

Li Dayu said Chinese security agencies have been developing such technologies for many years. “State security is filled with thugs and demons engaged in persecuting people, mainly to intimidate citizens who don’t obey,” said Li.

Teams working 24/7 in Shanghai

The whistleblower offered what he described as an example of how one might detect monitoring: “If you’re sitting in a quiet room and suddenly hear a car horn next to your ear, that’s the surveillance team deliberately transmitting horn sound waves into your brain to stimulate your auditory nerves.”

He claimed to have been persecuted for more than 20 years, with multiple relatives also targeted, but said he has been unable to obtain evidence: “This is treated as a top-level secret. They would never let it leak.”

According to Baidu Baike, a “brain-reading instrument” is an electronic device used to detect and display human brain activity, typically applied in neuroscience research and brain–computer interface development. Such systems rely on technologies like magnetic resonance imaging or implanted electrodes to capture neural signals, which are then processed into visual data or command outputs.

Publicly available information indicates that Chinese authorities have researched brain-activity monitoring technologies for more than two decades, involving the military, research institutes, and universities. In recent years, growing numbers of Chinese citizens have publicly identified themselves as victims of such experiments.

Long-running research

Official records show that in October 2001, Chinese scientists attended the Fourth Working Meeting of the Human Brain Project in Sweden, making China the project’s 20th participating country. Institutions involved included the PLA’s 301 Hospital, Dalian University of Technology, Zhejiang University, and the Chinese Academy of Sciences.

In 2012, the Academy of Military Medical Sciences published a paper titled “Consciousness Control Weapons and the Establishment of a Behavioral Image Database.” The paper stated that consciousness-control weapons target humans directly and can manipulate vision, hearing, touch, taste, smell, emotion, subconscious thought, and dreams, inducing anger, fear, shame, and regret — potentially driving victims into prolonged psychological distress or even suicide.

In February 2017, the PLA’s official portal China Military Online published an article titled “Brain Control Supremacy: The ‘Crown Jewel’ of Warfare.” It stated: “Humans are the decisive factor in war. If one controls the human ‘brain’ and seizes brain-control supremacy, one can subdue the enemy without fighting.” It added, “We must establish a military strategy and national security system centered on the brain to prevent threats before they arise.”

Nationwide claims of alleged victims

In recent years, large numbers of individuals across China have claimed to be victims of neuro-monitoring harassment, reporting constant disturbances such as “intracranial audio transmission” and severe physical and psychological harm.

According to “The Epoch Times,” victim Yao Duojie has documented fellow sufferers from at least 19 provinces and three municipalities, with cases dating back to 2000 and affecting people of all ages and professions.

Reported shared symptoms include continuous internal voices issuing insults or self-harm commands; forced emotional input such as sadness, fear, and despair; involuntary replay of past mistakes; induced “artificial dreams” distinct from ordinary dreams; muscle twitching, loss of concentration, disorientation; chest tightness, buzzing or electrical sounds; and sensations of burning or needle-like pain on the skin.

Over the years, alleged victims have filed collective police reports and petitions demanding investigations, but progress has been minimal. “These neuro-monitoring projects are led by the CCP itself,” one victim said. “The people have become its experimental subjects and surveillance targets.”
