Guangzhou Party Chief Guo Yonghang Investigated; Close Aide to Ma Xingrui Falls

Guo Yonghang, a senior official in Guangdong province and former Party secretary of Guangzhou, is under investigation, according to a March 27 statement from China’s top anti-corruption authorities.

The Central Commission for Discipline Inspection and the National Supervisory Commission said Guo, currently a vice chairman of the Guangdong Provincial Committee of the Chinese People’s Political Consultative Conference, is suspected of “serious violations of discipline and law,” a standard formulation used in corruption cases.

Guo, born in October 1965 in Jiyang, Shandong province, built his career in Shenzhen after joining the city’s bureaucracy in 1989. Over the years, he held positions across the propaganda system, the Party’s organization apparatus, and the municipal general office.

By 2015, he had entered the Shenzhen Municipal Party Standing Committee and was appointed secretary-general, a role that placed him at the center of the city’s political operations. At the time, Ma Xingrui had just taken over as Shenzhen Party secretary.

From that point on, Guo’s advancement followed a familiar pattern. When Ma moved up, Guo did as well.

In 2018, after Ma became governor of Guangdong, Guo was sent to Zhuhai as Party secretary and head of the city’s people’s congress. His portfolio also extended to the Hengqin Guangdong-Macau in-depth cooperation zone, where he held concurrent Party and administrative roles.

Three years later, in October 2021, Guo was elevated to vice governor of Guangdong. Weeks after that, he was named acting mayor of Guangzhou. The arrangement did not last. On Dec. 27 of the same year, he was removed from the vice governor post.

He formally took office as mayor in January 2022, then rose again in June 2023 to become a member of the Guangdong Provincial Party Standing Committee and Party secretary of Guangzhou. He stepped down as mayor later that year.

The turning point came in late 2025. In December, Guo was removed from his position as Guangzhou Party secretary and from the provincial Party Standing Committee. The following month, he resigned as a deputy to the provincial people’s congress.

On Jan. 28, 2026, he reappeared in a largely ceremonial role as vice chairman of the provincial political advisory body. Less than two months later, he was under investigation.

Guo’s career has long been tied to Ma Xingrui, a Politburo member who previously served as Guangdong governor before being appointed Party secretary of Xinjiang.

The two men share hometown roots in Shandong, and their working relationship dates back to Ma’s tenure in Shenzhen. Guo served as secretary-general during that period, a position often described as a top aide within the Party hierarchy.

Their trajectories intersected again in 2021. Guo’s promotion to vice governor came in October. In December, Ma left Guangdong to take over Xinjiang, replacing Chen Quanguo as regional Party secretary.

Within weeks of Ma’s departure, Guo lost his vice governor position.

Ma himself has since largely disappeared from public view. He stepped down as Xinjiang Party secretary in July 2025. Since November, he has missed a series of high-level meetings, with unverified reports circulating overseas suggesting he may be under investigation.

Guo’s fall, given his long association with Ma, is likely to draw further scrutiny to Ma’s current standing within the Chinese Communist Party.
